Green & Gold Congressional Aide Program
The Green & Gold Congressional Aide Program (G&G CAP) was established to create employment opportunities for Veterans, Gold Star families, and Active-Duty Spouses within the U.S. House of Representatives. These positions provide Aides with the experience and exposure necessary to broaden their career opportunities. G&G CAP Aides may be assigned to Members, Committees, or House Officers and will serve in Washington, DC or Member district offices across the country. These are two-year, paid, full-time employment opportunities.
Duties will vary depending upon the specific requirements for each office. Said duties may include but are not limited to:
- Working as a constituent services representative;
- Helping local constituents resolve issues with federal agencies;
- Serving as liaison to local Veterans Service Organizations;
- Attending local events and meetings on behalf of the Member of Congress; and
- Performing legislative work.
SPECIFIC DUTIES FOR EACH OFFICE WILL BE DISCUSSED DURING THE INTERVIEW PROCESS.
IN ORDER TO PARTICIPATE YOU MUST BE A VETERAN, GOLD STAR FAMILY MEMBER, OR ACTIVE-DUTY SPOUSE AND MEET ALL THE FOLLOWING REQUIREMENTS. NO WAIVERS WILL BE GRANTED:
Veterans:
1. Honorably discharged;
2. Released from active duty within the last six years;
3. Pay grades at or below E-5/O-3/W-2;
- Veterans promoted to the pay grades of E-6/O-4/W-3 WITHIN 6-MONTHS OF SEPARATION from active duty may be eligible if they meet ALL other requirements.
4. Veterans who are in receipt of a 20-year or Temporary Early Retirement Authority (TERA) retirement are not eligible for the program.
Gold Star Families:
- A surviving spouse, child/step-child, parent/step-parent, or sibling/step-sibling of a Veteran who died:
- In the line of duty while serving in the Armed Forces; or
- From a service-connected disability.
Active-Duty Spouses:
- Must be the spouse of an Active-Duty service member. Active-Duty service members work for the military full-time and are subject to permanent change of station or permanent change of assignment orders upon completion of each tour of duty.
- Those subject to Title X mobilization are not eligible.
Additional Requirements
Detail oriented; excellent organization skills; strong computer skills; ability to complete projects within timelines and under minimal supervision. Ability to work well under pressure and maintain a professional and courteous work disposition; ability to exercise discretion and independent judgment in handling sensitive information; ability to manage multiple tasks simultaneously. High School Diploma required. Effective verbal and written communication skills are necessary.

Constituent Liaison/Field Representative/Caseworker

SUMMARY:
The Constituent Liaison/Field Representative/Caseworker monitors and updates the Member and District Director on district and local issues. This position acts as a liaison to federal, district, and local agencies for the Member and constituents and answers casework correspondence and verbal communications with constituents.
ESSENTIAL JOB FUNCTIONS REQUIRED:

Acts as the representative for the Member within his or her area of responsibility including answering casework correspondence, meeting with constituents, verbal communications with constituents, creating outreach opportunities and serving as a liaison with federal, district, and local agencies;

Informs the Member and the District Director of all happenings in his or her assigned issue areas by screening district media sources, interacting with constituents and attending community events;

Handles casework assignments;

Acts as a liaison to local, state and federal officials and other persons or groups to form effective relationships for the Member;

Assesses casework for problems requiring legislative action and makes recommendations to the District Director, Chief of Staff, and appropriate legislativestaff;

Monitors scheduled district meetings for the Member with constituents;

Screens and refers cases, when appropriate, to other district offices;
-
Trains and supervises Staff Assistants, including interns, to handle office matters such as logging incoming and outgoing correspondence, handling visitors, telephone calls, and computer operations;

Logs in all incoming and outgoing mail and incoming telephone calls relating to casework or general correspondence;

Prepares periodic reports for the District Director on pending cases and district activities in his or her assigned issue areas;

Continually screens active cases and acts as liaison with constituents to ensure that their cases are handled in a responsive manner;

Maintains up-to-date files on all cases and categories of information of importance to the office;

Meets attendance requirements as established by the office;

Maintains a good working relationship with the Member, staff, and constituents;

Accepts performance-based criticism and directions;

Works well under pressure and handles stress with grace;

Works a flexible schedule including long hours, nights and weekends; and
-
Performs other duties as assigned.
EDUCATION (OR EQUIVILANT EXPERIENCE):
At least 2 years of experience; strong academic credentials. Alternatively, 5 years of related experience or training in legislative or equivalent similar experience.
SKILLS AND KNOWEDGE REQUIRED:

Strong oral and written communication skills;

Thorough knowledge of legislative process and of House organization and procedures;

Thorough knowledge of local, state and federal agencies and departments;

Knowledge of all issues and events in the district in which the Member is involved;

WORKING CONDITIONS:

Field duties require work during regular office hours and some nights and weekends. Additionally, employee must be able to travel 10% of time and hold a valid driver’s license.

Employee must be able to work in a moderately noisy and crowded work environment without an expectation of privacy.
